These two regulations are very similar, but the Zhejiang local regulation includes a few more details, such as specific requirements for a power of attorney.

Typically, the Certificate of No Criminal Record is not acceptable for these purposes until it has been notarized by a local notary office in China. Additionally, for use in certain countries, the certificate must be apostilled by China’s Ministry of Foreign Affairs or authenticated by the embassy of the country where it is to be used. A foreign national’s application for a Certificate of No Criminal Record should be filed with a district branch office of the Division of Exit and Entry Administration of Hangzhou Public Security Bureau. The district branch office must have jurisdiction over the district where you have lived and registered your residence, as recorded in your Temporary Residence Registration Form. You can obtain this document at a local notary office in Hangzhou. Note that the police will send your criminal record check result directly to the notary office if you submit this document.
